PRESENTATION

Unemployment is the waste of the human life.

 

 

With the proposal of the Reformation of the World-wide Calendar it is tried to reorganize the distribution of the time in order to solve problematic that causes “the Common” calendar or the Gregorian. Among them unemployment.

One is to systematize its handling within the sexagesimal system.

Political, social, economic, labor, cultural, religious the implications and of all sort that would cause the application of a proposal of this magnitude, they demand a global debate to value the effects that its primary target would produce: To free the programming from the Human resources of the one of the Economic ones to differentiate its respective qualities.

In accordance with this objective, the considerations that will be exposed next and the unpredictable development of the humanity that demands urgent adjustments to the global ordering, the renewal becomes necessary of the reform debate of the calendar that was in the Social Economic Council of the Organization of United Nations UN from year 1953 to the 21 April of 1956,  date in which it was postponed indefinitely. The proposal consists of sixteen articles sustained by its specific objectives, everything which is synthesized in the end in the General summary.

CONSIDERATIONS

 

The proliferation and the creativity of the human species are making it revert against itself, thus norms are required that encased them.

 

The uncertainty by the future has acquired characteristic dramatic because many disturbing factors are causing immense problems, among them the unemployment that even affects the developed countries more, the hunger that gradually depresses greater conglomerates and the consequent violence that is debilitating the capacity of the governments; and although the creativity of the human species laboriously looks for opportune solutions, it is indeed this capacity the one that the stability makes difficult more and effectiveness of the solutions that find.

The more excellent disturbing factors can be synthesized in four correlated groups: The increase of the world-wide population, the work versus the systematization and the robotics, the distribution of the time and the unproductive leisure.

THE INCREASE OF THE WORLD-WIDE POPULATION

This first group is one very worrisome one. One talks about the uncontrollable growth of the population known like “demographic explosion” and that supported by the advances of doctors it does that increase to the amount people and her life expectancy, and although the growth index has diminished, it continues being an immense problem because to satisfy its basic necessities, it is required to increase the economic resources until comparing them with the necessities and later to maintain them to he himself rate of growth, or in its defect,  to rationalize its advantage that indeed is what the present proposal tries.

 THE WORK, THE SYSTEMATIZATION AND THE ROBOTICS

It is known that the work provides the resources to satisfy the necessities with the worker and their employees; but, also that the number of positions is insufficient and tends to diminish by the improvement of the systematization and the use of automatic instruments. That is to say, that the advance of the humanity is opposed to the use of its labor capacity under different nominations:  modernization, reconstruction, reorganization, robotics, etc., whereas the population increases inexorably.

THE HANDLING OF THE TIME

The third group is the one of the mythical subjects that nobody it treats. Subjects whose immovability has constituted insurmountable obstacles for the development of the towns; one of them is the handling of the time, to pass unalterable which the Proposal of the Reformation of the Calendar tries to demystify with the purpose of diversifying its advantage and turning it an effective tool of work, because the previous considerations and all the hypothesis and conjectures that are formulated around them, they are conditional integral and inevitably to the use of the Human and Economic resources based on the time. The awaited effect is the rationalization of the use of the capital assets to cover the necessity with total use of the Human Resources being increased most important the enterprise capacity simultaneously and developing the initiative deprived in all sense.

THE USE OF THE LEISURE FOR THE ENTERPRISE DEVELOPMENT

As a result of the suitable distribution of the time the advantage is derived from the leisure, “human activity” indispensable for the political, social and economic development that is not used in all the estates of the society. The proposal raises to turn to the leisure a factor economic able to generate use permanent in such a way that the person when working produces and when resting they stimulate the production; possible dynamics when the distribution of the time for the work does not agree with the one of the leisure in all the population as it happens at the present time, but that the workings of production and benefit of services are alternated programmed of, with those of rest, consumption and of services of others

 

THE PROPOSAL

THE DISTRIBUTION OF THE TIME

 

From the Earth movements, the day and the year are characterized naturally like fundamental units for the ordering of the time, thus the Proposal does not touch them. But since the week and the month are conventional units, one sets out to modify them without damage of the quarterly module by its relation with the stations of the year.

The change is very simple; it only affects the week (Article 1º), and consequently the month, the trimester and the calendar are rearranged. (Articles 2º to 5º).

That the WEEK is of six days: Monday, Tuesday, Wednesday, Friday, Saturday and Sunday 

Technological objectives

  1. To turn the week a modular lapse in itself, based on the surrounding weeks; of the month, the trimester and the year. This condition does not turn the week of 7 days (prime number) however the 6 proposed days allow modules of 2 and 3 days, quality that facilitates the systematization of the work as is demonstrated in the Article 9º.

  2. To Integrate the number of days of the week to the sexagesimal system within which the hours in the day are distributed, and the months in the year.

  Article 2º  THE MONTH

That the MONTH is of thirty days, equivalent to five weeks of six days of which treats  Article 1º.

Technological objectives
  1. To determine the same amount of days for every month with the purpose of unifying the periods for the proceedings and countable, financial calculations and of all order.

  2. To integrate the month in the sexagesimal system to harmonize it with the propose week, the trimester and the year.

  Article 3º. THE TRIMESTER
 

That the TRIMESTER is of three months which deals with the Article 2º, equivalent to fifteen weeks which it deals with the Article 1º and altogether ninety days.

  Technological objectives
 
  1. To turn the trimester a functional module for the programming of the work.

  2. To integrate the quarterly module within the sexagesimal system so that it serves as connection between the months and the year.

  Article 4º THE YEAR
 

That the YEAR is of four trimesters which deals with the Article 3º equivalent to twelve months which it deals with the Article 2º, to sixty weeks which it deals with the Article 1º and altogether to three hundred sixty days. The five days that lack to complete the geodesic year, or six in the leap year years, will treat in the Article 5º.

  Technological objectives
 
  1. To turn the year the harmonic compendium of the quarterly modules, months, weeks and days that integrate it with the purpose of compiling in him the human programming of the work and other activities.

  2. To organize 360 days of the year within the sexagesimal system to modulate the distribution of the time within this system.

Article 5º THE LEFTOVER DAYS

That the five or six days leftover of which it treats the Article 4º THURSDAYS are denominated and they are distributed thus: One put in front to the month of January, the four rest when finalizing each one of the trimesters and sixth, in leap years, put in front to the month of Julio.

Technological objectives:
  1. To systematize the distribution of the 5 leftover days in the year, 6 in leap years. in order to maintain equivalences of the months and trimesters. 

  2. To use Thursdays as days of connections in the rotation of the quarterly turns of work. 

  3. To fit the number of days, weeks, months and trimesters with the purpose of obtaining a functional, agreed almanac with the stations of the year.

THE CATEGORY OF THE DAYS

 

To the days, the nature does not determine conceptual qualities to them, only the man with its rationality does.

The ordering proposed in previous articles, although it has formal logic, it requires norms that turn it a practical instrument so that the humanity obtains important benefits. With this purpose, in Articles 6º and 7º set out the categories of the days in the same way as at the present time they have them: of work or festive officials and monks according to countries and religions.

Article 6º  THE LABOR DAYS  

That the days of which they treat articles 1º to 4º are labor, including present the festive officials and monks.

Technological objective:

To eliminate the interferences that cause to the labor programming the national and religious festivities.

Article 7º  THE DAYS THURSDAYS

That Thursdays which it deals with the Article 5º. they are not labor.

The work in official and deprived organizations is excepted dedicated to hospital services, communicative, of compatible monitoring and social security, hotel profession, tourism, recreation and; also in special jobs like in high self-moving furnaces, attention of and those that require attention continued according to governmental regulation; all which will not suspend workings in any occasion.

Social objectives:
  1. To use the 5 or 6 days (Thursday) for the generalized rest of the workers in the private and official companies for familiar integration and the collective activities when initiating the year and when finalizing every trimester.

  2. To permanently take care of the social demand in the official and deprived organizations of hospital services, communicative, of monitoring and security, hotelkeepers, tourist, recreational and compatible; and in jobs that require it.

Technological objectives:
  1. To use Thursdays as it bases for the rotations of the work turns on the quarterly programming. 

  2. To use the 5 or 6 days Thursday, (no labor), so that the work party rests; at the present time they are destined more than fifty days to the year according to is possible to be observed but ahead in Pictures 4 and 5.

  3. To maintain in production and continuous service the official and deprived organisms, (hospitable, communicative, of monitoring and social security; hotelkeepers, recreational, tourist, etc.), to take care of self-moving the demand social and to guarantee the permanent attention of and the special jobs the days Thursday.

Economic objective:

To use the collective leisure generated around Thursdays to foment the use and the consumption of goods and services in gastronomical, hotel, tourist, and compatible the industries.

THE LABOR APPLICATION

 

At the present time, the humanity is working or resting simultaneously.  To alternate people in these activities, clears, mobilizes and creates job.

 

Giving a new categorization to the days troubles the labor legislation, but it is justified when it improves the human conditions. With this purpose the necessary norms for the reform set out, which, facilitate the scientific development and technological, the systematization and the robotics, and simultaneously eradicate entraps to the programming own of the week of 7 days. In addition, they foment new work.

Article 8º. THE DAILY DAY 

That the daily day of work is of eight hours, cannot increase, but diminish according to official regulation.

Institutional objective:

To standardize the daily labor use of the workers.

Social objective:

To standardize the relations worker-employer's associations as far as the duration of the daily days of work.

Technological objective:

To standardize the daily day of work to facilitate the pertinent systematization and programming.

Article 9º. THE WEEKLY WORK

That the weekly work is of four days labor by two of rest; it is equivalent to thirty and two hours weekly according to articles 1º and , or in cases less regulated officially.

Institutional objective:

To standardize the weekly labor use of the workers.

Social objectives:
  1. To distribute the days of the week dedicated for the work or rest of the people based on systematized turns. (Pictures 1, 2 and 3).

  2. To distribute the days of the week for the work in positions that have special characteristics by reasons for risk and health.

  3. To clear the labor, recreational facilities tourist, routes and means of massive transport, etc., so that the people weekly rotate in his usufruct according to their turns of work and rest.

  4. To facilitate the personal diligences in the days of rest, since for being capable and labor every day of the week there will be service in all place and activity.

Technological objectives:

FIRST.- To free the programming from the capital assets of the one of its workers, (at the moment she is the same one), in order that they produce continuously. Intention that can be obtained using anyone of the three types of rotation of weekly turns of work which they will be exposed next. Types of rotation in which. on the one hand, the programming become independent to each other from the people, and to their turns of work and rest are diversified; and by another one, the service or jobs stay simultaneously in continuous production that more people occupy.

This type of rotation is the adapted one to start up the Proposal because it serves as transit between the present unified programming of workers and jobs and the diversified one that is tried to obtain.

Turn of rotation of Second Type

TWO PEOPLE IN JOBS

This type of rotation is the appropriate one for the special jobs by its conditions of risk, health, complexity, etc., and in no distant time, to satisfy the increasing necessity with use by increase of the population and advance of the systematization and the robotics.

This type of rotation will respond to the necessity of use of three people with a single in the future relatively distant job, when the increase of the population in the world or some geographic sector is disturbed, or the systematization and the robotics arrive at unpredictable limits in the displacement of the worker:

For the fulfillment of the intentions expressed in the three types of rotation, it is needed to arrange with the gremials and religious institutions that habitually take specific days for its activities, and as these are not capable nor labor for their followers, the jobs paralyze. However, if those festivities and activities take advantage of the proposed days of rest, the mentioned institutions benefit so much as the companies, and its cover takes he himself character from continuity in its service.

 

The correct distribution of the time guarantees the total advantage of the Human and Economic resources respecting its corresponding qualities .

SECOND.- To fortify the technological development stimulating the use of production means, because the systematization without omitting its social responsibility is freed; and because it includes the robotics without the damage to the use that at the moment cause.

THIRD.- To optimize the use of the Human Resource like creative beings, workers and consumers, and the one of the Economic Resources like means of production to the human service respecting the values, inherent conditions and particularitities to and others.

With the purpose of demonstrating that when separating the programming of the economic resources of the one of its workers is obtained the 100% of its use, in the pictures (4 and 5) the systems present and proposed of weeks of 7 and 6 days are compared taking the first type from rotation of turns, (Three people in two jobs, Picture 1), which is characterized because the people in fulfillment of the Article 9º work four days to the week and two rest.

First one talks about the rational use of the labor capacity of the human beings, for which the rotations of the Proposal give capacity to greater use with the existing positions; And second, to the use of the no labor days to activate the consumption and usufruct of goods and services of all sort, action that results in the generation of new companies that of in case they are sources of permanent use. Then, the application of the handling of the time proposed from the work turns and Human rest of the Resource derived with the week from six days, and the treatment of the vacations, (Article 11), one settles down the most authentic and profitable system of rotation between the production activities and consumption to stimulate the economic movement in all its expectations.

  3. To release the economy of the load to subsidize unemployed and this way to eradicate the capacity of originating payment of the unemployment, which besides to discourage psychologically, affects the labor quality from those who works to obtain it.

Fiscal objectives:
  1. To generate new sources of tribute founding company to provide goods and services around the use of the leisure like use source. (Transport, recreation, tourism, etc.)

  2. To enable to present the unemployed one so that it pays permanently by its rents of work, consumption and patrimony when it acquires it.

Article 10. THE QUARTERLY PROGRAMMING

That the programming of the work is quarterly, even the one of the official and deprived educative organisms and professional formation.

Institutional objective:

To standardize in quarterly modules the programming of the work to generalize within those lapses the concepts of programming, control and fits of the official and deprived activities.

Social objective:

To try the quarterly systematization in the life of the inhabitants of the Torrid Zone with the purpose of producing psychological effects to them and organizational similes to which they cause the stations of the year on the inhabitants of the countries of the tropical.

Technological objective:

To systematize the work in the quarterly lapse with the purpose of sharpening its programming, effectiveness and control.

Economic objective:

To program and to control the economic exercises in trimesters so that the programming of the work and the climatic conditions of each station in the countries that have them and quarterly periods are integrated with in which there are no them.

Article 11. THE VACATIONS  

That the worker has two weeks, which deals with Article 1º, of vacations by every fulfilled year of work; that they are not accumulated and they take the following year immediately to being caused, thus: when finalizing anyone of the trimesters the first and when beginning following one second. And those of the educational ones they are two weeks quarterly and the weeks first and last one are taken in from all the trimesters which it deals with Article 3º.

Institutional objective:

To fortify and to increase the tourist, cultural and economic interchange.

Social objective:

To unify the educational vacations of and other workers so that its coincidence fortifies the familiar bonds.

Technological objectives:
  1. To standardize the programming of the vacations of teaching in four periods to the year and those of the other workers in four groups that agree with first and this way to distribute and to clear the tourist and recreational flows.

  2. To institutionalize teaching in quarterly periods to ensure its completion and the state control in the fulfillment of its objectives.

Economic objectives:
  1. To rationalize the tourist and recreational use of routes and facilities being distributed the flow of users in four seasons to clear them and to optimize its service.

  2. To fortify the use of the recreation facilities, tourism and similes to motivate his usufruct and the consumption of goods to stimulate the production.

  3. To generate jobs permanent to satisfy the tourist, sport, recreational necessities and in general all those dedicated to take care of the leisure or free time in vacations and days of rest.

THE REMUNERATION OF THE WORKERS

 

The political, social and economic development depends on the work and its remuneration.

 

It is normal that a change provokes reactions. In the case, it will be tried to reduce the wages in proportion to the new working time; fact that would generate a circle vicious because the consumption would lower, the production, the work, and the enterprise and fiscal yield;  therefore, norms are required that maintain sufficient the level wage that the proposal guarantees the economic balance when starting up.

Article 12. THE MONTHLY WAGE

That the monthly wage revenged by the worker, its equivalent or stipulated one for each job, continue equal to that the Reformation is being paid when starting up, and can increase it the authority competent.

Institutional objective:

To standardize the wage relations worker-employer's associations when being applied the Proposal.

Social objective:

To avoid the deterioration to the quality of life of the workers and its employees.

Economic objective:

To maintain the capacity of payment of the worker so that its opportune product consumption, use of educative, tourist services, etc., and acquisition of properties inherited from parents activates the production.

Fiscal objective:

To maintain the capacity economic of the worker so that it contributes to the State Treasury with direct and indirect taxes.

Article 13. THE EXTRA HOURS

Institutional objectives:
  1. To standardize the relations worker-employer's associations as far as the extra payment of work of ascending way to the toiled time.

Economic objectives:
  1. To compensate the extra work economically to repay its overload.

  2. To generate new employs to satisfy the labor necessities with the companies being avoided to recharge the workers.

Article 14. DAYS COMPENSATING

That if by supervisory order the employee toils the days Thursday of which he treats the Article 7º, they are compensated to him with labor days of the following trimester, without the effects of extra payment of time are caused which it deals with the Article 13.

Institutional objective:

To fortify the system in the sense that the day Thursday acts its as specific or in its defect is compensated.

Social objective:

To foment the familiar unit and the community with the collective rest. 

Economic objective:

To stimulate the tourist and recreational economy with all the members of the society, including the workers of the companies that render these services which will do of clients in the compensating days and companies of other places.

THE LABOR DISCIPLINE

 

All labor ordering implies commitment between the parts. .

 

The beginning of the proposal implies a new norm on the turns of weekly and quarterly rotation in each job, in addition it is the opportunity to correct the existing disciplinary anomalies.

Article 15.  THE ABSENCES TO THE WORK

That the medical incapacity, the domestic calamity and the greater forces properly verified the work is the only causes to need, and that the labor day is not interrupted with gremials activities, social or of different nature from the functions of the position.

Institutional objective:

To fortify the labor discipline to guarantee the operation of the programming and turns established in the jobs.

Social objective:

To apply a rigorous regulation because the low Proposal in average 12.78% the working time, (Picture 4.), thus just faults cannot be allowed that decrease it still more.

Economic objectives:
  1. To take advantage of the capable time the worker so that it generates the yield due .

  2. To fulfill the intention of which the rest of the workers does not stop the production of the capital assets, jobs, installed.

Article 16. THE LICENSES

That the licenses adjust to the weekly, monthly or quarterly modules, without altering the rotation of the turns established in the job.

Institutional objectives:
  1. To standardize the permissions and absences to the work.

  2. To facilitate the programming of the replacements who are necessary .

Social objective:

To allow temporary retirements without damage of the contracting organization nor of the companions of the working applicant.

Economic objective:

To provide the time that the workers need to carry out personal diligences or tourist programs long play, and this way to cause that its economic capacity moves in periods and extraordinary places on the one hand, and by another one, that is increased the economic entrance of those who replaces them.

 

 GENERAL  ANALYSIS

THE PROPOSAL DE THE REFORMATION OF THE CALENDAR

  THE DISTRIBUTION OF THE TIME

 

Because the advantage of the human life depends on the distribution of the time.

 

Article 1º That the WEEK is of six days: Monday, Tuesday, Wednesday, Friday, Saturday and Sunday 

Article 2º That the MONTH is of thirty days, equivalent to five weeks of six days of which treats Article 1º.

Article 3º That the TRIMESTER is of three months which deals with the Article 2º, equivalent to fifteen weeks which it deals with the Article 1º and altogether ninety days.

Article 4º That the YEAR is of four trimesters which deals with the Article 3º equivalent to twelve months which it deals with the Article 2º, to sixty weeks which it deals with the Article 1º and altogether to three hundred sixty days. The five days that lack to complete the geodesic year, or six in the leap year years, will treat in the Article 5º.

Article 5º That the five or six days leftover of which it treats the Article 4º THURSDAYS are denominated and they are distributed thus: One put in front to the month of January, the four rest when finalizing each one of the trimesters and sixth, in leap years, put in front to the month of Julio.

  THE CATEGORIZATION OF THE DAYS 

 

To the days, the nature does not determine conceptual qualities to them, only the man with its rationality does.

Article 6º That the days of which they treat articles 1º to 4º are labor, including present the festive officials and monks.

Article 7ºThat Thursdays which it deals with the Article 5º they are not labor.

The work in official and deprived organizations is excepted dedicated to hospital services, communicative, of compatible monitoring and social security, hotel profession, tourism, recreation and; also in special jobs like in high self-moving furnaces, attention of and those that require attention continued according to governmental regulation; all which will not suspend workings in any occasion.

  THE LABOR APPLICATION

 

At the present time, the humanity is working or resting simultaneously. To alternate people in these activities, clears, mobilizes and creates job..

 

Article 8º That the daily day of work is of eight hours, cannot increase, but diminish according to official regulation.

Article 9º That the weekly work is of four days labor by two of rest; it is equivalent to thirty and two hours weekly according to articles 1º and 8º or in cases less regulated officially.

Article 10. That the programming of the work is quarterly, even the one of the official and deprived educative organisms and professional formation.  

Article 11. That the worker has two weeks, which deals with Article 1º, of vacations by every fulfilled year of work; that they are not accumulated and they take the following year immediately to being caused, thus: when finalizing anyone of the trimesters the first and when beginning following one second. And those of the educational ones they are two weeks quarterly and the weeks first and last one are taken in from all the trimesters which it deals with Article 3º.

  THE REMUNERATION OF THE WORKERS

 

The political, social and economic development depends on the work and its remuneration.

 

Article 12. That the monthly wage revenged by the worker, its equivalent or stipulated one for each job, continue equal to that the Reformation is being paid when starting up, and can increase it the authority competent.

The correct distribution of the time guarantees the total advantage of the Human and Economic resources respecting its corresponding qualities.

 

The proposal of reform of the Gregorian calendar tries to change the ordering of the time as of the week of 6 days. Simple innovation that produces the deep political change, social and economic summarized in the following objectives:

IN THE INSTITUTIONAL THING
  1. To unify the criterion of the handling of the time within the sexagesimal system so that the planning, execution and control of the official and deprived activities take advantage of the labor force in the production goods and services, and the time of rest in the increase of the tourism, the recreation and the cultural interchange, activities that generate permanent and occasional uses.

  2. To unify the criteria of the wage handling of the normal and extra working times. 

  3. To fortify the labor discipline to guarantee the fulfillment of the programming.

IN THE SOCIAL THING
  1. To free the programming from the human being of the jobs with the purpose of establishing a criterion that guarantees the dignity of the human performance like creative being, operative and usufruct of the goods and services that produce. 

  2. To systematize the programming of the human activity to standardize the leisure.

  3. To avoid the deterioration of the quality of life by loss or deficiency of wage.

  4. To institute a regulation that it advocates by the fulfillment of the labor obligations without own damage, other people's nor enterprise.

IN THE TECHNOLOGICAL THING
  1. To use the Human capacity like productive being of goods and services in its work, and as consuming of the goods and users the services in its rest.

  2. To use to fullness, (100% of its life utility), the capital assets and general all the economic resources.

IN THE ECONOMIC THING
  1. To optimize the yield of the Human Resources as producing organisms in its work and consumers in its rest.

  2. To optimize the yield of the Economic Resources with base in its uninterrupted use, (100% of its life utility).

IN THE TAXES
  1. To enable like present active contributors to the unemployed ones that by its condition they do not generate rents of work nor of capital, and by deficiency of payment capacity they are low consumers thus do not contribute to the burdens to the consumption.

  2. To generate sources of enterprise tribulation with the creation and maintaining in permanent activity of tourist and compatible companies.

IN THE HUMAN

Initiating a thought that lead towards the eradication of the custon derived disturbing factors and mystifications that the humanity does not dare to touch, and consequently they finished for being insurmountable obstacles for its development.
